Locked. Documented. Sealed.
QV FBI is a purpose-built qualification evidence system for the FBI Practical Pistol Course. The course of fire is locked. The workflow is fixed. The record is designed to be provably standardized from the first round to the last.
Independence Notice: QV FBI is an independent commercial qualification evidence system. It is not affiliated with, endorsed by, or sponsored by the Federal Bureau of Investigation or any U.S. government agency. "QIT-99" and "FBI Practical Pistol Course" are used descriptively to indicate the qualification format and course-of-fire structure captured by this system.
QV FBI captures QIT-99 qualification events through a fixed, non-configurable workflow — and produces a cryptographically sealed evidence record at the end of every qualification session. There are no templates to configure, no target types to swap, and no course-of-fire adjustments available.
This is deliberate. The value of a QIT-99 qualification record is precisely that it is standardized. QV FBI preserves that standardization at the documentation layer — so the record is not just repeatable in execution, but verifiable in structure.
QV FBI is distinct from QV LE. QV LE is the configurable agency qualification system. QV FBI is locked to QIT-99 and designed for organizations whose qualification format is non-negotiable.
- All 10 stages of the FBI Practical Pistol Course — locked and non-configurable.
- QIT-99 target format — locked. No target substitution permitted.
- Full target scan: raw image + computer vision scoring overlay preserved together.
- Instructor confirmation and digital signature required before finalization.
- Cryptographic hash sealing at record finalization.
- Complete audit trail from safety briefing through record seal.
When the qualification format is non-negotiable, the documentation system should be equally non-negotiable. QV FBI provides no settings that could introduce variation into the record structure. Every qualification captured through QV FBI is identical in format — which is precisely the point when a record may face scrutiny.
QV FBI steps the instructor through all 10 stages of the FBI Practical Pistol Course with documented confirmation at every stage — distance, rounds, par time, position, and grip requirement all recorded as executed.
All stage parameters are locked. No instructor modification is permitted.
QV FBI uses an end-of-course scan model. After all 50 rounds are fired across the 10 stages, the instructor performs a single full-target scan of the QIT-99. The scan captures all hits across the complete course.
Safety Briefing

Stage Execution (1–10)
Instructor walks through all 10 stages with par-time enforcement. Stage completion confirmed at each step.
End-of-Course Target Scan
Full QIT-99 target scan after all 50 rounds. CV scoring applied. Raw image and annotated overlay preserved together.
Instructor Confirmation
Instructor reviews full-target scan result and digitally confirms before any record is finalized.

QV FBI is for federal agencies, state and local LE agencies that adopt FBI-format qualification, federal contractor training programs, and training academies using QIT-99 as part of their firearms curriculum.
